Tenaska Development is considering a new natural gas-fueled power plant near Rockport in Spencer County. This facility would add reliability to the regional electric grid amid growing power demand, as well as generate jobs, tax revenue and other local economic benefits for the community.

Proposed Rock Hill Generating Station

Tenaska Development is developing a natural gas-fueled power plant, named Rock Hill Generating Station, that would be capable of generating approximately 700 megawatts (MW) of power. Natural gas remains the cleanest and lowest cost fossil fuel for dispatchable power generation, and the market demand for reliable natural gas generation continues to grow.

On our current timeline, we anticipate a two- to three-year development period. Assuming we obtain all necessary permits and approvals, the earliest construction start date would be in 2027.

Tenaska has advanced several projects in Indiana, some on our own behalf and some in collaboration with other companies. We have a reputation among landowners, local leaders and others for being a good business neighbor, and we will continue that commitment in Spencer County.

We believe Rock Hill Generating Station will not only provide reliable power for the region but also significant economic benefits for Spencer County. We look forward to working with the Spencer County community to make this investment a reality.

    A 2025 economic impact study from Ginovus, LLC1 estimates the following benefits:

  • Job opportunities

    • 720 full-time equivalent jobs with $78.2 million in salaries and payments to local contractors and vendors during construction
    • 20 full-time jobs with $1.9 million in salaries annually during operations
  • Boosted tax revenue

    $245.2 million in total economic impacts across all evaluated tax revenue categories

    • Over $36 million in net property taxes to Spencer County
    • $4.3 million in sales and use taxes
  • Community investment

    Our facilities and employees support various local efforts and organizations through volunteer hours and/or monetary support. This may include scholarship programs, community funds or local partnerships.
